Praxis Scribe is a one-person operation by design. The Content, Programs, and Tools that come out of it are work I've lived, sharpened through disciplined systems work, and held to public-service standards.

Stephen Kennedy

Stephen Kennedy is a career public servant dedicated to ensuring his community receives exceptional service during its most critical moments. His career spans law enforcement, firefighting, emergency medical services, and 911 operations, giving him a comprehensive perspective on public safety.

Since 2019, Stephen has served as Assistant County Administrator for Sumter County, Florida, where he also serves as the county's 911 Coordinator. Previously, he held leadership roles as Public Safety Director and Deputy Fire Chief.

An active member of the 911 community, Stephen has led several public-private initiatives that improved efficiency, expanded capabilities, and elevated emergency services.

The doctoral work strengthens Praxis Scribe's focus on how public safety organizations learn, adapt, and innovate to better serve their communities.

Why Praxis Scribe exists

Public-safety leaders, government and municipal teams, and operations managers in high-stakes environments share a common pattern: they carry hard-won judgment that lives in their heads, and they're asked to scale it across staff, shifts, and organizations that don't have the same tenure.

Praxis Scribe is not a consulting firm (we don't bill by the hour and disappear), not a content shop (we're not selling whitepapers as the product), and not a conventional software company (we're not chasing the biggest TAM in the room). It is a small, specific practice that turns operational experience into systems people can actually use. Operator judgment decides what is worth building and whether it holds up.
